494 Visa Benefits: Pros & Cons of the 494 Pathway in Australia

494 Visa Benefits: Pros & Cons of the 494 Pathway in Australia

What is the 494 visa?

The Subclass 494 Skilled Employer Sponsored Regional (Provisional) visa lets a skilled worker live, work and study in a designated regional area with an approved employer for up to five years

It’s temporary at first. After three years in a regional area; and three ATO Notices of Assessment, you can move to permanent residency via the Subclass 191 Permanent Residence (Skilled Regional) visa.

Why people Choose the 494

PR Pathway (No Income Threshold at 191 Stage)

The 494 is built to feed into the 191 Permanent Residence (Skilled Regional) visa. There’s no set minimum income for the 191 stage. What you need: time living and working in regional Australia, plus three ATO assessments to show you’ve filed tax returns.

Work and Study Rights for Your Family

You can work full time in the role you’re nominated for. If you include your partner and dependent children, they can work or study in regional Australia as well.

DAMA Can Open More Doors

If your area has a Designated Area Migration Agreement (DAMA), there may be more occupations on offer and, in some cases, concessions for English, age, salary or experience. Handy if you’re close to the standard settings.

Regional Life, Real Jobs

Places like Adelaide, Townsville and Ballarat often mean lower living costs and shorter commutes. Employers in health, engineering, ICT, trades and hospitality regularly need skilled staff.

494 Visa Pros: Your Pathway to Permanent Residency

Secure PR Pathway

Gain a clear, structured route to Australian permanent residency via the Subclass 191 visa after completing the qualifying three-year period and providing three ATO Notices of Assessment. The best part — there’s currently no minimum income threshold for the 191 stage.

Family Inclusion & Opportunity

Your partner and dependent children enjoy full work and study rights in regional Australia, allowing your family to build a stable and fulfilling life together.

Genuine, High-Value Employment

This is a full-time, employer-sponsored role within your skilled field, ensuring your salary meets both the Annual Market Salary Rate (AMSR) and the Temporary Skilled Migration Income Threshold (TSMIT).

DAMA Flexibility

If your region operates under a Designated Area Migration Agreement (DAMA), you may access a broader occupation list and possible concessions on age, English, or experience — offering greater eligibility opportunities.

Requirements for Success: The Fine Print We Manage for You

Mandatory Regional Commitment

You must live, work and study exclusively within designated regional postcodes throughout your provisional visa period to meet the 191 permanent residency criteria.

Tied Sponsorship Requirement

The visa is linked to a specific employer and occupation. Any change requires a new nomination and approval before you can begin new work. Questra Immigration provides guidance to ensure compliance and smooth transitions.

Strict Eligibility Criteria

Applicants must hold a positive skills assessment, demonstrate Competent English, and meet age and salary thresholds at the time of application.

Processing Time Variables

Processing times depend on nomination approval, document readiness, skills assessment queues, medical checks, and Department workload.

Updates for 2025 — Staying Compliant with Expert Support

If Your Employment Ends

You now have up to 180 days at a time (365 days total) to find a new sponsor or move to another lawful visa pathway.
During this period, you are permitted to work for other employers.
Once a new nomination is approved, you can return to your sponsored 494 employment.

Salary Floor (TSMIT)

Your pay must meet both the AMSR and the TSMIT at the time your nomination is lodged:

  • $73,150 — for nominations lodged 1 July 2024 to 30 June 2025
  • $76,515 — for nominations lodged on or after 1 July 2025

Note: TSMIT applies in addition to the AMSR.

494 vs 482: Clarity on Your Options

Feature Subclass 494 (Regional) Subclass 482 (Temporary)
Work location Must be in a designated regional area. Can be metro or regional (stream-dependent).
PR outcome Clear, direct pathway to Subclass 191 permanent residency. PR pathway depends on role, stream and policy settings.
Maximum term Up to five years. Varies by stream and occupation list (up to four years).
Key condition Requires regional living and working commitment. Focused on occupation and skill level rather than location.

Core Requirements

Sponsorship and Nomination

You will need a lawfully operating regional employer to sponsor and nominate you for a genuine, full-time role.
Salary must meet the AMSR and at least the TSMIT in place when the nomination is lodged
(currently $76,515 from 1 July 2025; previously $73,150 from 1 July 2024 to 30 June 2025).

Skilled Occupation and Assessment

Your occupation must appear on an eligible list for the 494 or be covered by a DAMA. Most applicants need a positive skills assessment and relevant experience.

English, Age, Health and Character

  • English: Usually Competent English (for example, IELTS 6 in each band or equivalent).
  • Age: Generally under 45 at time of application (some limited exemptions, including under certain DAMAs).
  • Health & character: Standard checks apply.

Visa Conditions

Expect conditions about living and working only in regional areas, staying in your nominated occupation and keeping your details up to date with the Department. Breaching conditions can affect both your current 494 visa and your future 191 application.

Processing Time, Costs and the Journey

How Long Does It Take?

There is no single fixed timeframe. It depends on nomination approval, document quality, skills assessment timing, medical examinations and the Department’s current caseload.

Current visa processing times (Home Affairs)

What Should I Budget For?

  • Government sponsorship, nomination and visa application fees.
  • Skilling Australians Fund (SAF) levy (paid by the employer).
  • Skills assessment fees, English testing, medicals and police checks.

Typical Steps

  1. Skills assessment and English test.
  2. Employer sponsorship and nomination.
  3. Lodge the 494 visa application.
  4. Health and character checks.
  5. Visa decision.
  6. After the qualifying period in regional Australia, apply for the 191 with three ATO Notices of Assessment.

If you’re looking for a sign that you’ve chosen the right migration agent — this is it. Many can become migration agents, but not everyone does their work with genuine care and heart. That’s why choosing a migration agent with genuine care and compassion for their clients is so important. And Bill Mitroulas of Questra Immigration is definitely one of them. Our gratitude to Bill and the Questra Team is beyond words — they were the ones who made it possible for us to achieve the future we’ve been dreaming of here in Australia. Even though the process wasn’t easy and at times felt almost impossible, Bill and the Questra Team stood by us and helped us successfully complete our PR application. And because of the positive outcome of our PR application, we were able to get the house we’ve always dreamed of. In behalf of my partner, Jhoseph Paxton, we want to thank you, Bill and the Questra Team, for changing our lives — giving my children a future filled with hope and opportunity. I pray for Questra's continued success.✨
